This is a good question because I don’t think I’ve ever thought of what it’s really meant before. But for me I’d say it’s akin to doing blatant sexual acts with no fear of being caught or embarrassed. You can whisper in his ear in a public place, or bluntly ask/tell him what you want to happen.
