So my brother has a tendency to play people and con them a bit, he isn’t a scammer or anything but will screw you a little if he can.
We moved into a new apt, and he had some drapes in there that he didn’t want. He made it seem like they were his and offered to "sell" them to me for $20, saying how they were much cheaper than anything you would buy at a store. I was going to help him take the rod off and put on his new drapes, only to find out that the drapes he was going to "sell" to me were not even his, they came with the apt.
I felt like he was playing me out of $20 since if he was transparent and said they came with the apt, he wouldn’t have charged me.
I told him that was a dirty move and didn’t appreciate that, and that he would have to set his own drapes up himself. I am doing this more as a boundary since he has tried to con me in the past and has succeeded sometimes. It is just something he will do I don’t even know if he is aware of it.

NTA be on your guard and keep finances very clear till you can get an honest roommate. Ask yourself why you’d agree to rent a place with someone who isn’t trustworthy.
NTA, but you are kinda stupid for thinking he’s not a scammer. Just because he isn’t scamming on a large scale it doesn’t make him any less of a grifter. Someone needs to have a word with him if he legit doesn’t realize he’s a scammer. The fact that he even scams his own flesh and blood speaks volumes about him.

Can you elaborate on the distinction you are making between a liar who wants to take advantage of you for personal financial gain and a scammer? I’m not sure I quite understand the difference you are alluding to.
