AITA: I thought I was doing the right thing but everyone treated me like I was crazy

I was on a road trip driving through Louisville Kentucky and had stopped to get some food and gas. While driving on a busy but residential street I noticed a lost and clearly very scared dog running across the street. The dog had a collar so I could tell it wasn’t a stray and I figured I should try to help. I pulled into a parking spot and followed the dog into a neighborhood. Dog was a large, very scared dog that would bite at the air when I got to close. I called 311 and was connected to an operator who asked me where I was, what color/kind of dog it was etc. when I told her it wasn’t my dog she sounded annoyed, told me that she would have animal control call me and promptly hung up. While I was waiting for them to call I kept following for 10-15 minutes and encountered people who would treat me the same way: asking me if it was my dog and then acting confused/annoyed and not helping when I said it wasn’t. Only one person offered me some meat to give to it but even she didn’t offer any further help and gave me some weird looks. Eventually, the dog ran through someone else’s property into an alley and by the time I got to the alley it was gone. It’s now been several hours and still no call from animal control. I tried calling a local pet finder in Louisville too with no luck. I thought that it was the right thing to try to help in situations like this but now I’m not sure if I was doing the right thing; all these people I interacted with seemed much more annoyed than anything else when I explained the situation to them. Did I do something wrong?
